MOROCCO COMMITS TO REFORM AGENDA IN 2026 BUDGET PLANNING

Morocco’s government has reaffirmed its commitment to implementing comprehensive reforms as it prepares the 2026 Finance Bill and three-year budgetary programming for 2026-2028,Economy and Finance Minister Nadia Fettah announced Thursday in Rabat.


Speaking before the Government Council,Fettah emphasized that reform initiatives align with Royal directives and form part of an integrated development framework aimed at strengthening public policy convergence. The presentation covered 2025 budget execution,2026 finance bill preparation,and medium-term fiscal planning.


Strategic priorities include consolidating social state foundations through completing universal social protection coverage,healthcare system reform,investment support,and employment promotion. These initiatives reflect the government’s multi-faceted approach to addressing socioeconomic challenges while maintaining fiscal discipline.


The national economy continues demonstrating resilience despite current challenges,with growth projected to accelerate to 4.5 percent in 2025. Non-agricultural activities drive this expansion,showing continuous improvement for the third consecutive year,according to Government Spokesperson Mustapha Baitas.


International conditions remain challenging,characterized by persistent uncertainties from multiplying geopolitical tensions and global economic slowdown. Despite external headwinds,the government maintains its course on structural reforms.


Budget execution for 2025 occurs amid the imperative to strengthen macroeconomic balances while ensuring completion of major ongoing projects and honoring governmental program commitments. Fettah reaffirmed the executive’s dedication to intensifying resource mobilization efforts while maintaining rigorous expenditure monitoring.


The government targets reducing the budget deficit to 3.5 percent of GDP,as stipulated in the 2025 Finance Law,demonstrating commitment to fiscal consolidation alongside ambitious reform implementation.
