Morocco’s justice system embraces digital revolution to enhance court efficiency

Morocco’s judicial system has reached a pivotal moment in its modernization journey,according to the 2024 annual report from the Supreme Council of the Judicial Power,as covered by Ahdath Al Maghribia newspaper.

The report reveals a fundamental shift from descriptive observation to analytical evaluation based on precise numerical indicators,enabling objective measurement of court performance. This transformation centers on establishing fast,efficient,quality justice that respects citizens’ rights while meeting societal expectations.

A cornerstone of this evolution is the S@J2 integrated information system,which analyzed statistical data spanning 2018-2023 and established reference timeframes for case processing. The system ensures compliance with reasonable delay principles without compromising defense rights. The Council has also created specialized divisions for civil,criminal and technical cases,providing detailed sectoral analysis of court performance across different jurisdictions.

Digital initiatives have accelerated dramatically. The digitization of monitoring procedures,expanded publication of court decisions,and massive online availability of jurisprudence reflect heightened transparency and legal security. Between 2022 and 2024,decisions published by the Court of Cassation doubled,as did visitors to the national judicial platform—clear indicators of growing public trust and institutional transparency.

Notable achievements include an exceptional 99% rate of meeting deadlines in terrorism-related cases. Commercial and administrative courts showed improved performance despite increased pressure from development projects and expropriation procedures,which surged 198%.

However,the report acknowledges persistent challenges: regional disparities in court performance and deadline compliance,slow digital adoption in some jurisdictions,and overload at administrative and commercial courts due to economic case proliferation. The document also highlights sensitive social issues requiring participatory approaches beyond purely judicial processing,including underage marriage and customary marriage recognition.

The Council emphasizes that Morocco is building a new institutional model based on digital governance,transparency and performance,calling for completed digital infrastructure,unified standards across courts,and enhanced continuous training for magistrates.
