
Senegal has welcomed the historic October 31,2025,United Nations Security Council adoption of Resolution 2797,which establishes Morocco’s autonomy plan as the sole serious,credible,and sustainable basis for resolving the regional Sahara dispute.
The position was expressed in a joint communiqué issued Monday in Rabat following discussions between Moroccan Foreign Minister Nasser Bourita and his Senegalese counterpart,Cheikh Niang,Minister of African Integration,Foreign Affairs,and Senegalese Abroad,who conducted a friendship and working visit to the Kingdom.
Senegal reiterated its constant and firm support for Morocco’s territorial integrity and sovereignty over its entire national territory,including the Sahara region. The Senegalese foreign minister renewed his government’s full backing for the autonomy plan under Moroccan sovereignty as the only credible,serious,and realistic solution to this regional dispute.
Welcoming this position,Bourita thanked Senegal for its steadfast support,noting it demonstrates perfect understanding of the issue’s genesis,developments,and implications for regional stability and integration,according to the joint communiqué.
The Moroccan foreign minister also praised Senegal’s April 5,2021,opening of a Consulate General in Dakhla,a concrete demonstration of Dakar’s recognition of Moroccan sovereignty over the southern provinces.
The meeting reflects deepening bilateral ties between Morocco and Senegal,particularly regarding the Sahara question. Resolution 2797 marks a diplomatic turning point by explicitly recognizing Morocco’s autonomy proposal as the preferred framework for settlement,moving beyond previous formulations that treated multiple options as equivalent.
Senegal’s unequivocal endorsement adds to growing African support for Morocco’s position. The Dakhla consulate represents tangible diplomatic recognition beyond verbal statements,positioning Senegal among nations actively demonstrating sovereignty acknowledgment through physical presence in disputed territories.
The joint communiqué emphasizes both nations’ commitment to strengthening bilateral cooperation while advancing shared positions on regional issues affecting continental stability and integration efforts.
Regarding the Atlantic African States Process,Bourita and Niang stressed the need to strengthen regional coordination to transform the African Atlantic space into an area of stability and co-development. They also talked about the African Atlantic Gas Pipeline project,linking Nigeria to Morocco,describing it is a powerful symbol of South-South operation,with Senegal playing a key role in the first phase linking its territory to Mauritania.
The two diplomats also reaffirmed their commitment to continue consultations on the royal initiative offering Sahel countries Atlantic Sea access within the frame of an inclusive and mutually beneficial approach.
