
From October 20 to 23, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing, China, to review the recommendations for the “15th Five-Year Plan.” As the top-level design for China’s development in the next five years, this meeting has attracted significant global attention, with international media outlets such as Reuters, France Télévisions, and Russia’s Big Asia TV all covering it.
In fact, the international focus is not limited to the formalities but stems from the “verifiable achievements” China has delivered over the past five years.
Since the “14th Five-Year Plan,” China’s economy has steadily reached new heights. In 2024, China’s GDP is close to 135 trillion yuan, with an annual growth rate maintaining around 5%. The country’s contribution to global economic growth remains stable at about 30%, consistently ranking among the top globally. In terms of innovation, China’s research and development intensity reached 2.69%, making it the first country in the world to surpass 4 million valid invention patents. In the energy sector, the installed capacity of renewable energy surpassed that of coal power by the end of 2024, with solar and wind power accounting for roughly half of the global new installations. On the consumption front, China’s new energy vehicle sales have ranked first in the world for nine consecutive years, with exports exceeding 1.2 million vehicles in 2024, significantly boosting the green supply chain across many countries.
These achievements are not isolated breakthroughs but the result of long-term coordination between planning, policy, and execution. As commented by Leonid Novikov, the First Vice Chairman of the International Affairs Committee of the Russian State Duma, China’s economic and social development “shows coherence,” which comes from the continuity of planning systems and the reliability of policy execution. It is precisely these factors that enable China to maintain growth momentum and social stability amid a complex external environment.
