Libya unveils 2025–2035 higher education strategy to foster global collaboration, Innovation

The Ministry of Higher Education and Scientific Research in Libya’s Government of National Unity has officially launched the National Strategy for Higher Education and Scientific Research 2025–2035.

The announcement was made during the National Conference on Higher Education and Scientific Research held in Tripoli on Wednesday,1 October 2025.

The strategy sets out a comprehensive roadmap for reforming the sector,with a strong emphasis on strengthening international partnerships with leading academic institutions to promote knowledge exchange and expertise sharing.

It also highlights the importance of leveraging grants and projects from regional and global organizations while capitalizing on Libya’s unique geographic location and biodiversity to conduct collaborative research with international universities.

In addition,the strategy outlines measures to harness the expertise of Libyan academics abroad,integrate modern technology into educational practices,and diversify funding streams to build a more resilient higher education system. The Ministry also stressed the need to encourage greater private-sector investment and societal involvement in higher education. By prioritising innovation,global engagement,and sustainable funding,the initiative aims to position Libya as a competitive player in the international academic landscape over the next decade.
