Morocco is steadily heading to fulfil its commitment to fully implementing the nationwide social protection program,launched under King Mohammed VI’s directives,and the government is working within a clear,integrated framework to meet deadlines.
The remarks were made by Head of the Government Aziz Akhannouch during a meeting of a ministerial commission held in Rabat.
The meeting reviewed progress across several pillars: registration in the national population and social registers,enrollment in the “AMO-Tadamon” medical coverage scheme,direct cash aid programs,and pension systems for independent workers.
By mid-2025,22.5 million people had been registered in the national population database,while 5.3 million families were listed in the unified social register. The number of beneficiaries of mandatory health insurance (AMO) jumped from 8.6 million in 2021 to 24.3 million by the end of 2024,including salaried workers,non-salaried professionals,and low-income households under AMO-Tadamon.
Around 4 million families—11 million people—are covered by AMO-Tadamon,with daily applications exceeding 100,000 by July 2025. Meanwhile,the pension scheme for non-salaried workers has provided coverage for 4.28 million beneficiaries.
The direct social aid program has reached 4 million families since December 2023,distributing 40.5 billion dirhams in support,particularly targeting rural households. Benefits include assistance for 5.5 million children and 1.3 million elderly citizens.
The government also launched exceptional school aid for 1.8 million families,benefiting 3.2 million students in the current school year. Officials emphasized that while significant progress has been achieved,ensuring sustainable financing and effective targeting remain key challenges for Morocco’s ambitious welfare expansion.
