Rwanda’s military deployments in Mozambique and alleged backing of the M23 rebel group in eastern Democratic Republic of Congo (DRC) are part of a calculated push by President Paul Kagame to reshape regional power dynamics,reveals a new analysis published in The Elephant.
Since 2021,Rwanda has deployed thousands of troops to northern Mozambique’s Cabo Delgado,a region destabilized by Islamist insurgents and home to a stalled $25 billion gas project. While framed as a peacekeeping mission,analysts argue Rwanda’s presence serves both strategic and economic interests.
At the same time,Rwanda is increasingly linked to M23,the paramilitary group behind January’s bloody takeover of Goma,which killed over 3,000 and displaced hundreds of thousands. Despite Kigali’s repeated denials,over 100 independent sources report Rwandan Defense Forces (RDF) involvement — ranging from training to advanced weapons supply. “They’re all pointing to the same thing: Rwandan influence is a foregone conclusion,” says Ladd Serwat,a senior analyst at Armed Conflict Location & Event Data (ACLED).
The analysis notes that Rwanda’s support for M23 coincides with suspected mineral smuggling from eastern Congo and a broader bid to project regional dominance under the cover of peacekeeping and post-genocide legitimacy. Rwanda’s international image contrasts sharply with these claims. It remains a major recipient of Western aid,is hosting Africa’s first UCI Cycling World Cup this year,and is praised for post-1994 reconstruction.
Yet as Kagame courts global prestige,critics warn Rwanda is becoming both stabilizer and destabilizer — a paradoxical power whose influence is expanding,not just through diplomacy or development,but through conflict itself. “A nation remade as a model of order now finds its influence shadowed by the chaos it helps contain — and sometimes create,” concludes the analysis.
