Morocco’s Minister of Economic Inclusion,Small Business,Employment and Skills,Younes Sekkouri, unveiled ambitious plans Thursday to overhaul the country’s labor code, addressing evolving work patterns, digital transformation, and generational shifts in employment expectations.
Speaking at a conference-debate organized in Casablanca,Sekkouri outlined three fundamental dimensions driving the reform: societal changes, evolution of employment forms, and economic imperatives. The initiative, incorporated into the latest round of social dialogue, aims beyond job creation to establish foundations for a balanced society.
The minister emphasized how employment patterns are rapidly evolving through remote work expansion,part-time arrangements, and digital platform emergence. These new realities, embraced by Generation Z and Alpha workers, demand legal framework adaptation that enables individuals to choose their preferred work-life balance.
Economic considerations focus on enhancing national business competitiveness through regulated flexibility, particularly for seasonal sectors, while safeguarding fundamental worker rights. Sekkouri stressed the importance of strengthening control mechanisms and sanctions to ensure effective labor law compliance.
The reform consultation brought together diverse stakeholders, including union representatives, employer associations, and professional organizations. Union leaders expressed commitment to comprehensive reform based on social justice principles, integrating digital transformations and citizen expectations.
Meanwhile, employer representatives advocated for a progressive, targeted approach addressing urgent priorities. They emphasized adapting the code to new work forms while promoting investment and formal employment growth.
Sekkouri called for building labor law founded on dignity, balance, and responsibility, insisting this reform must be embraced by society as a whole to succeed in modernizing Morocco’s employment landscape.
