Sudanese PM Appoints Five New Ministers Amid Controversy Over Peace Deal Representation

Sudanese Prime Minister Kamil Idris on Tuesday,July 15,appointed five new ministers as part of the “Government of Hope,” with three appointees drawn from armed movements aligned with the military.


According to the Sudan News Agency (SUNA),the appointments were formalised under Decision No. 84 of 2025. Professor Ahmed El-Tijani Abdel Rahim El-Mansouri was named Minister of Livestock and Fisheries,while Khalid Ismail Ahmed Ali El-Aisir retained his portfolio as Minister of Culture and Information with added responsibility for Tourism. Nureldayem Taha,an aide to Minni Arko Minnawi of the Sudan Liberation Movement,was appointed Minister of Minerals. Moatasem Ahmed Saleh Adam,affiliated with the Justice and Equality Movement led by Gibril Ibrahim,will serve as Minister of Human Resources and Social Welfare. Saif Al-Nasr El-Tijani Haroun Jaber,representing the Sudan Liberation Forces Gathering,was named Minister of Infrastructure and Transport.


Prime Minister Idris stated that the appointments were based on national competence and expertise; however,they have sparked criticism over the continued influence of armed groups to the 2020 Juba Peace Agreement. The controversy stems from the Prime Minister’s earlier commitment to forming a cabinet of independent technocrats,which appears to have been compromised by the retention of figures tied to the peace pact. Just days prior,on 10 July,Gibril Ibrahim and Mohamed Karti Kila were reappointed as Minister of Finance and Minister of Federal Governance,respectively—positions they secured under the peace agreement. The latest appointments highlight the delicate balance between political inclusivity and technocratic governance in Sudan’s transitional period.
