On Wednesday,July 16,2025,Tunisia’s Minister of Employment and Vocational Training,Riadh Chaoued,has announced the launch of a new interest-free loan scheme,underpinned by a 5-million-dinar allocation from the 2025 Finance Law,to support employment for persons with disabilities.
Beginning 17 July 2025,a new registration platform will be open for applicants eligible for loans of up to 10,000 dinars. These loans,repayable over eight years with a two-year grace period,aim to fund high-impact projects by individuals engaged in professional,artisanal,or income-generating activities. The initiative is also bolstered by a memorandum signed at the close of the National Conference on the Employment of Persons with Disabilities,formalising collaboration between ministries,associations,and public institutions.
Beyond financial aid,the programme offers tailored support to each beneficiary,including targeted training modules,a standardised support guide,and a reference framework to ensure consistent implementation. Select private training institutions will also provide free programmes tailored to the specific needs of persons with disabilities. In addition,the Tunisian Solidarity Bank (BTS) has introduced new facilities,including debt rescheduling options for eligible individuals and an extra one-million-dinar credit line to bolster the operations of associations working within the disability sector.
Issam Lahmar,Minister of Social Affairs,highlighted the initiative as a reflection of Tunisia’s commitment to social equity and the full integration of persons with disabilities into national development strategies. The government views this ambitious financing programme as a landmark move towards dismantling systemic barriers,fostering inclusion,and reaffirming its pledge to equal opportunity and justice for all citizens,regardless of physical ability.
