UN Envoy Calls for Unified Government as Cornerstone for Libya’s Political Future

UN envoy Hanna Tetteh has reiterated the urgent need for the formation of a unified Libyan Government as a prerequisite for holding fair,inclusive,and credible elections.


During an online engagement with Libyan activists,Tetteh underscored on July 16 that the ongoing fragmentation of administrative bodies and the presence of parallel institutions continue to undermine the political process. She emphasised that only a united executive authority can serve as a legitimate partner to the international community in addressing Libya’s persistent security and economic challenges.


Tetteh defended the UN advisory committee’s decision to offer multiple political pathways rather than a single roadmap,asserting that the approach was designed to empower Libyans and prevent externally imposed solutions. The aim,she explained,was to lay bare the obstacles to progress while equipping stakeholders with actionable recommendations. Highlighting the role of local democracy,she noted that upcoming municipal elections—supported by the UN and monitored by the High National Elections Commission—would serve as a litmus test for Libya’s readiness to conduct national elections.


On the security situation,particularly in Tripoli,Tetteh assured participants that the UN mission is actively working to maintain stability through the formation of truce and security arrangements committees. She acknowledged the challenges surrounding the municipal elections but reaffirmed the mission’s dedication to facilitating their timely and effective execution. Tetteh concluded by affirming that the ultimate goal must be to end Libya’s prolonged transitional phases,insisting that any sustainable political process must be inclusive of all segments of society,especially women,youth,and persons with disabilities.
