Morocco sets up foundation to oversee World Cup preparations

Morocco has formally established Fondation 2030,a national body responsible for coordinating the country’s preparations for the FIFA World Cup 2030,which it will co-host with Spain and Portugal.

The foundation was created by a Decree,published in the Official Gazette on July 8,2025. It is recognized as a public utility foundation and will serve as the central authority for planning,executing,and monitoring all projects related to the event.

Fouzi Lekjaa,Minister Delegate in charge of the Budget and President of the Royal Moroccan Football Federation,has been appointed president of the foundation. He will also chair its Executive Council,which includes representatives from several key ministries,including the Interior,Foreign Affairs,Equipment and Water,National Education,and Youth and Sports.

The foundation’s governance also includes a Strategic Orientation Council chaired by the Head of Government,a Consultative Council composed of experts and stakeholders,and a Territorial Management Commission to ensure coordination with regional and local authorities.

Fondation 2030 has been tasked with overseeing the implementation of infrastructure and logistics projects,ensuring compliance with FIFA standards,mobilizing public and private stakeholders,and promoting Morocco’s international image. It will also serve as the main interface between Moroccan institutions and international partners involved in organizing the World Cup.

The foundation is required to report regularly to the King on the progress of its work.

The new body has been granted administrative and financial autonomy. It will operate with its own team and budget and has the authority to contract with public and private entities to fulfill its mission.

The creation of Fondation 2030 marks a significant step in Morocco’s preparations for the 2030 World Cup and is intended to ensure efficient coordination and timely delivery of all related projects.

In preparation for the World Cup,Morocco is upgrading and expanding the capacity of its current stadiums and building a 115,000-seat stadium near Casablanca,to be the largest footb all arena in the World.

In tandem,host cities are undergoing facelifts as the country upgrades road and rail infrastructure and attracts investments in the hospitality sector.
